Ratings agency Standard & Poor's has downgraded Cyprus by two notches to CCC+ taking the country's credit rating further into junk status. With talks on an EU bailout still ongoing, S & P' said that "we view the risk of a sovereign debt default as considerable and rising." EUObserver
